MARKET PREPARATION

  • Understanding how deregulation will affect you
  • Deciding whether to be authorized IMO Market Participants
  • Using historic load profiles to forecast future consumption
  • Using historic price data to forecast energy costs
  • Coordinating the installation of interval metering
  • Considering expected price and price risk for various supply options
  • Registration with the Independent Electricity System Operator ( IESO) and other parties

Who Should Become an Authorized IESO Market Participant?

A consumer must become a Market Participant (MP) if they are directly connected to the IMO-controlled grid (50 kV or greater). Consumers served at less that 50kV can choose to become Embedded Market Participants. These customers will be billed by the Independent Electricity Market Operator (IMO) and will follow the IMO rules. Customers that are required to be market participants have been made aware of this by the IMO. Registration is a slow process; Comsatec can help with this process.

Interval Meters

Larger customers will have interval meters already installed by their utility. These meters, sometimes known as MIST meters, will record consumption in 5 or 15-minute intervals. The data will be remotely retrieved by the utility and used for billing. If there is no interval meter, hourly data will be created for the customer by using the “Net system load shape” of the utility factored by the monthly total consumption of the customer. For some customers it is of benefit to have interval meters installed.

Electricity as a Competitive Commodity.

The generated electricity is becoming a competitively traded commodity. Non-competitive charges will include: transmission, distribution, and the debt retirement charge. By default consumers will pay the hourly Ontario energy price for energy.  Consumers may reduce the price volatility of electricity by contracting for some or all of their energy needs at fixed prices or by using a cogeneration facility for self-generation.
